Voluntary Code of Conduct Regarding the Handling of Thinned Wood Chips and Thinned GP Timber

1.Background
 In February 2009, the government revised its Basic Guidelines on the Promotion of Procurement of Eco-friendly Goods and Services based on the Law on Promoting Green Purchasing (the Law Concerning the Promotion of Procurement of Eco-friendly Goods and Services by the State and Other Entities: Law No. 100, 2000), allowing copier paper which previously had to be 100% recycled to now contain up to 30% wood pulp from thinned wood. In line with this, the Forestry Agency announced its Guidelines For Checking Thinned Wood Chips with regard to the methods for the production and distribution of the wood chips used as raw materials for this wood pulp sourced from thinned wood. Oji, and our affiliates, Oji Rinzai Co., Ltd. and Hyuga Rinzan Co., Ltd., have created a Voluntary Code of Conduct Regarding the Handling of Thinned Wood Chips to produce and sell thinned wood chips, as well as to produce and sell GP materials for paper from thinned wood in accordance with the ideals of this Voluntary Code of Conduct.
2.Policy Manual for Voluntary Code of Conduct
 Oji Forest & Products Co., Ltd., Oji Rinzai Co., Ltd., and Hyuga Rinzan Co. Ltd. will ensure the segregated management of thinned wood chips and thinned GP timber from the felling stage to the processing and distribution stages based on the Policy Manuals for Segregated Management and Document Management shown below, and issue the necessary documents. In addition, the status of compliance with this Voluntary Code of Conduct will be reported annually.

3.Outline of the Voluntary Code of Conduct
 Oji Forest & Products Co., Ltd., Oji Rinzai Co., Ltd., and Hyuga Rinzan Co. Ltd. will handle thinned wood chips and thinned GP timber as follows, in accordance with the preceding Policy Manuals.
(1)
Chips from thinning or raw lumber for GP are certified by public bodies as thinned wood, or can be certified as thinned wood in accordance with Forestry Agency guidelines.
(2)
Raw lumber for thinned wood chips and thinned GP timber shall be managed separately from felling to delivery to the chip mill (or the paper mill for GP timber).
(3)
The chip mills which produce thinned wood chips will separately manage the storage of raw lumber, produced chips, and the storage of chips within the mill.
(4)
Thinned wood chips from the chip mill will be managed separately when delivered to the paper mill.
(5)
To certify that Items (1) through (4) above are being done, copies of bills of lading or certificates from public bodies will be obtained and stored, and records retained of daily work reports, etc.
